Background:

The Administration is requesting authorization to waive Administrative Policy 3.09(9)(e) and extend contracts with Follett School Solutions, Inc. and Mackin Educational Resources for library books and library materials. The request for a third extension and fourth year is based on projected supply chain issues resulting in greater startup costs. Schools throughout the District will be able to place purchase orders as needed throughout the term of these contracts. These contractors will be used to deliver library books and library materials throughout MPS. Contractors were chosen pursuant to RFP 986, which closed October 3, 2018. The original contracts provided for two one-year options to extend if certain performance metrics were met. The performance metrics codified in the contracts have been met. MPS is exercising a stand-alone item for a waiver for the fourth year with the intent to issue a bid for these services during the 2021-22 school year. Each contract will run from January 1, 2022, through December 31, 2022. The total cost of the contracts in this extension will not exceed $1,600,000, which reflects awards of $800,000 to Follett School Solutions, Inc., and $800,000 to Mackin Educational Resources. The Administration recommends that the Board authorize the waiver of Administrative Policy 3.09(9)(e) and approve contract extensions for Follett School Solutions, Inc. and Mackin Educational Resources, as set forth in the attachments to this item.
