Background: On October 18, 2021, the Wisconsin Department of Administration reported that the State closed its 2021 fiscal year with a positive balance of $2.58 billion, more than double the previous year’s balance of $1.17 billion. In addition, the State’s Legislative Fiscal Bureau has updated its projections and estimates that the State will have a balance of $1.26 billion at the end of fiscal year 202, and a balance of $930 million at the end of fiscal year 2023 (see attachment to this item). Though it continues to appear unlikely that it will happen, these funds are available to fill the holes and underfunding of K12 education that occurred during the creation of the last state budget. At minimum, funds are clearly available to support Wisconsin’s tradition of a per-pupil funding increase and to provide support for students with disabilities.

At the federal level, debate over President Biden’s Build Back Better initiative continues. The federal infrastructure bill also awaits passage.

The challenge that school districts in Wisconsin will continue to face is how best to inform the public about the needed, but one-time, federal funding that is dominating media headlines and the under-funding of schools at the state level that has received relatively less attention.
